Sean Blacklocke is an environmental consultant whose expertise is in leading multi-disciplinary water resources management projects and applying microeconomic and econometric analysis to environmental programs, projects and policies. Residing in Dublin, Ireland and Washington, D.C., Sean serves a variety of private enterprises, universities, non-profit organizations, and government agencies throughout the United States and Europe. Sean holds graduate degrees in environmental science and economics and draws on over two decades of experience in water resources management. Sean publishes and lectures frequently on the promises and pitfalls of introducing economic instruments such as water quality trading into water resources management regimes.
